Formerly, what is today Mutiscua was a territory divided between Pamplona and Silos.

The region that is described was commonly named ´´Tapagua´´ and partially designated with other denominations that still survive and that are carried by fractions of the current municipality.

On December 25, 1841, Patricio Villamizar, in the presence of the surrounding mountain ranges and surrounded by hundreds of sons of the mountain, proclaimed the founding of the town and demarcated the quadrilateral that was to be a public square.

The first mutiscuan priest, Casimiro Villamizar, was elected on July 18, 1842 and remained until his death, on February 4, 1883, at the age of 75.

Mutiscua was formed by hiring two words: Mutis and Tescua, to remind posterity that on April 1, 1841, Colonel Manuel Mutis Gama, a hero who had distinguished himself in the battle of Tarquí, died in the battle of Tascua.

Initially, the parish was placed under the patronage of San José, the parish names appear as ´´ San José de Mutiscua ´´. The patron saint of the Virgen de las Mercedes.
